Researching it seems like average citizen Militias include the National Guard and Army Reserve, however military has limited authority over enforcement of state laws. The Posse Comitatus Act is a United States federal law (18 U.S.C. § 1385) passed on June 18, 1878 substantially limiting the powers of the federal government to use the military for law enforcement.
"TITLE 32--NATIONAL DEFENSE /CHAPTER I--OFFICE OF THE SECRETARY OF DEFENSE
PART 215_EMPLOYMENT OF MILITARY RESOURCES IN THE EVENT OF CIVIL DISTURBANCES
(b) Aside from the constitutional limitations of the power of the
Federal Government at the local level, there are additional legal limits
upon the use of military forces within the United States. The most
important of these from a civil disturbance standpoint is the Posse
Comitatus Act (18 U.S.C. 1385), which prohibits the use of any part of
the Army or the Air Force to execute or enforce the laws"
If the military is not allowed to protect the people and the people are not allowed to protect themselves what will be left? Any attempt to take the means of freedom from the people is an act of rebellion against the people. AB 144 is an act of rebellion against the people.

Intent to form a Open Carry Militia in CA
Don't wait until the next disaster or the next attack. Prepare yourselves now. The last line of Homeland Defense
Due to the threat against the rights of those in CA and agianst the protections afforded to us under the United States Constitution it is the intent of this site to form a Militia group of Open Carry enthusiasts who do not wish to lose the rights given to them by our founding fathers. The meets will be scheduled just as the previous open carry meets with the exception of range days and required membership to be effective begin 1/1/2012.
To provide required identifications to be exempt from the open carry ban there will be cost. This will be a non-profit organization where all members will contribute direct expenses of their own activities. All events and meets will be posted.
If you decide Open Carry is a right you would like to maintain and AB 144 (open carry ban) passes then this will be the group for you. As with the open carry groups this group will work with law enforcement to better the protections of yourself and the public at large. Every member must agree to take part in a minimum level of firearms instructions and qualify as frequently as law enforcement officials. Failure to attend and show proof of using your firearm at minimum of quarterly will be grounds of disqualification.
As time permits we will form the guidelines we expect members to abide by similar to current open carry expected conduct . These rules of conduct will be established by all members as to be reasonable to the majority. The exemptions to the rules will include current P.O.S.T. certified employees.
Stay Safe and Carry On
