If AB144 passes, it would be a crime to even borrow a firearm from a friend or family member if they are not with you.
(2) A violation of paragraph (1) of subdivision (a), if the
handgun and unexpended ammunition capable of being discharged
from that firearm are in the immediate possession of the person,
and the person is not listed as the registered owner of the firearm
with the Department of Justice pursuant to Section 11106, is
punishable by imprisonment in a county jail not to exceed one
year, or by a fine not to exceed one thousand dollars ($1,000), or
by both that fine and imprisonment.
